I think she had been planning to retire for a while now. As she says when we first meet her, her knees are not what they were. And she’s been living next to Shadwell for forty years. She doesn’t remember when he was the Young Shadwell of Episode 3, but she’s been feeding and looking after him now for a long time.
And yes, there was a scene that got cut, for reasons of pacing, with Madame Tracy bringing Shadwell a cup of tea and finding him asleep, and looking at him with love. (As it says in the script book, it’s probably easier to love Shadwell when he’s asleep.) (And another scene with her and Newt where you learn a little more about Madame Tracy’s business, and her email addresses.)
She’s put aside enough for a nice little cottage by the sea, and, as she says, it will be nice to have a man about the place. I don’t think she thinks she’s giving anything up to be with Shadwell. I think she’s bringing Shadwell with her, in her retirement, as much because she’s not certain that he’ll manage on his own as for any other reason.
