Dear Mr Noakes

I find it really, really hard to believe that the Nazis had no plans to pass the Nuremberg laws until less than a month before said rallies. I mean, I'm a functionalist, but I'm not that much of one.

Two different branches of thought when it comes to how the Nazis came up with the Final Solution: Intentionalists (ie, they planned from the beginning) and functionalists (it was due to a series of facors, economic, politics, etc). Functionalists pretty much won that debate, but this guy is taking it waaaay to far, overlooking ideology almost completely.

tho that is a very crude praphrasing of something i only kinda remember...

You're thinking of the Madagascar plan, there were a lot of those. The Nazis decided against it after they realised England would still be a problem. Yeah, it's a big point in the functionalists' favour.
