Question about politics

I heard from  gehayi's LJ that Bush has just passed a bill giving himself dictatorship powers in case of an unspecified 'state of emergency'. Is it really as bad as it sounds, or am I just channeling Magneto again and freaking out?

*hopes to fuck it's the latter*

At the moment I'm trying very hard to distract myself and not think about it. (The discussion about one of my pet peeves over at Artaxastra's proves very useful in the distraction department and is doing wonders for my mental health.)

I don't know if it's as bad as it looks, but it's not in the news, and that's a bad sign. A bill was passed which /looked/ as though it was saying this, but I'm not good at reading goverment gobbledegook.
