Just and idea, but since what you want to do is the short, self-contained story approach, and your goal is to explore the set-up, I'm thinking your main characters could be an incognito group of government agents, travelling (or teleporting themselves) to places to find out how rooted the new government is there, what grievances exist in the population, or whether there's even a local resistance, and report home so their superiors can institute policy changes, or send intervention forces. The incognito factor would keep their magic abilities from being a cure-all (mustn't break cover!), lead to challenges for the characters, who are used to having their abilities, and also add plot/tension when you need it.
