But which is the more malevolent, IngSoc or Norsefire? I don't perceive Norsefire as any lesser a party, just because of the supposed ineptitude of some of it's members.

Oh Ingsoc, definitely. Although I think most of it is due to Norsefire not having been in power that long, give them a generation or two and they'll have a room 101. Besides, as you said, they're pretty inept in comparison to Ingsoc.
